摘要
特殊教育治理的核心是政府与多元组织间的互动、合作与共生。文章基于社会网络视角分析S省域内特殊教育学校社会网络的可视化、中心性、凝聚子群以及网络规模、关系强度、网络构成等发现,特殊教育治理面临的现实困境主要有:特殊教育学校管理模式落后,功能定位不清;社会组织的特殊教育参与意识淡薄,政府未明确特殊教育学校的权责范围;政府特殊教育治理模式单一,现代化信息技术基础薄弱等。可以通过政府部门转变特殊教育治理模式,提升治理能力现代化水平;特殊教育多元主体协同共治,营造支持特殊教育的社会氛围;特殊教育学校转变管理理念,明确自身功能和职能定位;推动特殊教育治理信息化,实现资源开放共享和协同发展等策略推进特殊教育治理现代化。
The core of special education governance lies in the interaction,cooperation and symbiosis between the government and multiple organizations.Based on the perspective of social network,this paper analyzes the visualization,centrality,cohesive subgroups,network scale,relationship strength and network composition of the social network of special education schools in S province.It is found that the governance of special education is faced with the problems as:the backward management mode of government and unclear functional positioning,social organizations’passive action in special education and government’s unclear definition of the scope of powers and responsibilities of special education schools,the government’s single governance mode of special education,and the weak foundation of modern information technology.The modernization of special education governance can be promoted through the following strategies:government departments change the governance mode of special education to improve the modernization level of governance ability;multi-subjects of special education work together to create a social atmosphere to support special education;special education schools change management concepts and define their own functions and functional positioning;promote the informationization of special education governance,and achieve open sharing and coordinated development of resources.
