摘要
主要采用文献资料法、内容分析法和逻辑演绎等方法,对建党以来我国发布的幼儿体育政策进行回顾、反思和展望。研究认为:我国幼儿体育政策经历了新中国成立前雏形发展、新中国成立后曲折发展、改革开放以来全面发展和新世纪深化发展4个阶段。演进特征:历届国家领导人的重视,制定主体趋向多部委联合,师资政策数量渐次增加,内容由“模糊”走向“专业”,实施“三位一体”协调配合。存在师资政策不够健全、体育政策立法缺失、政策内容设计专业性不强和政策监测评估体系有待完善等问题。新时代发展策略:我国幼儿体育政策发展应健全师资政策,加快立法进程,完善顶层设计,改进监测评估机制。
By using the methods of literature review,content analysis and logical deduction,this paper reviews,reflects and looks forward to the children’s sports policy issued by China since the founding of the Party.The research shows that China’s children sports policy has experienced four stages:embryonic development before the founding of New China,tortuous development after the founding of New China,comprehensive development since the reform and opening up,and the deepening development in the new century.Evolution features:successive national leaders have attached importance to policy formulation;policy makers tend to unite with multiple ministries and commissions;the number of teacher policies gradually increases,the content changes from"fuzzy"to"professional",and the"trinity"coordination and cooperation is implemented.However,there are still some problems,such as the imperfect teacher policy,the lack of legislation on sports policy,the lack of professionalism in the design of policy content,and the need to improve the policy monitoring and evaluation system.In the new era,China’s children sports policy development should improve the teacher policy,speed up the legislative process,improve the top-level design and improve the monitoring and evaluation mechanism.
