乡村产业振兴、社会资本与农地流转——基于湖南省的农户调查数据

Rural Industrial Revitalization,Social Capital and Agricultural Land Transfer——Based on the Survey Data of Farmers in Hunan Province

农地流转是提高土地资源配置效率、优化农业生产结构、发展乡村产业、助力乡村振兴的新路径,是当前土地制度改革的焦点问题,有待深入研究。利用2018-2020年湖南省农户调查数据,运用概率回归模型和截尾回归模型分析乡村产业振兴背景下社会资本对农户农地流转的影响,构建中介及调节效应模型,进一步考察社会资本影响农户农地流转的可能路径及变化规律。研究表明:农户社会资本有助于促进农地流转;农户社会资本以非农就业为中介有助于促进农地流出,抑制农地流入。乡村产业振兴背景下,政府通过实施产业项目,加大了转移支付力度,扩大了农地流转的市场需求,对农户社会资本产生调节效应,促进农地流出,抑制农地流入。因此,为提升农地流转效率,实现农业适度规模经营,需要出台引导性的政策措施,保持转移支付力度,引导社会资本,促进乡村产业发展,扩大农地流转市场需求,弱化社会资本对农地流转决策与行为的影响。

Agricultural land transfer is a new way to improve the efficiency of land resource allocation,optimize agricultural production structure,develop rural industries and help rural revitalization.It is the focus of current land system reform which needs to be further studied.Based on the survey data of farmers in Hunan Province from 2018 to 2020,it uses the probability regression model and truncated regression model to analyze the impact of social capital on farmers farmland transfer under the background of rural industry revitalization,thus constructing the model of mediating and moderating effects to further investigate the possible paths and changing rules.It shows that farmers social capital increases transaction opportunities,reduce transaction costs,and promote farmland transfer;using non-agricultural employment as an intermediary farmers social capital promotes the transfer out of farmland and restrain the transfer in of farmland.Under the background of rural industry revitalization,the government has increased transfer payment and expanded the market demand for agricultural land transaction through industrial project implementation,this has a moderating effect on rural households social capital.It uses non-agricultural employment as an intermediary to promote the outflow of agricultural land and restrain agricultural land inflow.Therefore,in order to improve the efficiency of agricultural land transfer and achieve moderate agricultural operations,it is necessary to carry out guiding policies and measures to maintain the strength of transfer payment,so that instructing social capital,promoting rural development,expanding the market demand,and weakening the influence of social capital on the decision-making and behavior of agricultural land transfer.
