亚洲世界一流大学建设面临的主要挑战

Major Challenges in the Construction of World Class Universities in Asia

面对高等教育全球化迅猛发展和高等教育全球市场竞争加剧的国际背景,日本、韩国、新加坡、中国、中国台湾地区、中国香港地区、印度等亚洲国家或地区积极采取政策项目驱动、持续集中投资、开展国际合作、招揽学术人才等策略推进世界一流大学建设。尽管亚洲国家或地区世界一流大学建设取得了显著成效,但面临着路径同构造成无灵魂卓越、竞争同质导致本土化消损、障碍同型掣肘天花板破除等挑战。如何在推进一流大学建设的同时,将一流、卓越与传统、特色相结合?如何平衡全球化与本土化?如何破除一流大学建设天花板?亚洲国家或地区政府和大学不得不认真思考并作出抉择。

Facing the rapid globalization and increased competition of higher education, such countries or regions in Asia as Japan, Korea, Singapore, Chinese Mainland, Taiwan of China, Hong Kong of China and India have taken strategies to promote the construction of world-class universities by making policy projects, investing persistently and intensively, conducting international cooperation and attracting academic talents. Remarkable achievements have been made in their efforts, but there are still some challenges, e.g. in order to attain their goals, these higher education institutions have taken the same measures, excellence has been achieved but with no their own characteristics;they has been competing each other under the same international criteria, only to lose their original localized advantages;and they are all faced with the obstacles of the same types so that they can hardly break the limits encountered in their development. How to combine the topping and excellence with their tradition and characteristics while promoting the construction of first-class universities? How to balance globalization and localization? How to get rid of the limits? Governments and universities in Asia have to think seriously and make choices.
