Data Governance in Higher Education:Logical Framework and Implementation Path

在高校信息化建设的推动下,数据治理作为科学化的工具在高等教育发展中具有重要作用,主要表现为科学思维形成、组织结构转变、资源配置优化及教学质量改进等方面。基于治理的基本逻辑和数据的工具性,从治理目标、治理主体、治理客体及治理方式等四个维度出发,构建高等教育领域数据治理的逻辑框架。从目标、思维、制度、技术与组织等五个方面制定提升数据治理能力的实施路径,充分发挥数据治理在高等教育现代化和教育强国建设中的关键支撑性作用。

Driven by the information construction in colleges and universities, data governance as a scientific toolplays an important role in the development of higher education, which is mainly manifested in the formation of scientific thinking, transformation of organizational structure, optimization of resource allocation and improvement of teaching quality. Based on the basic logic of governance and the instrumentality of data, this paper constructs a logical framework of data governance in the field of higher education from four dimensions: governance goal, governance subject, governance object and governance means. In order to give full play to the key supporting role of data governance in the modernization of higher education and the construction of education power, the paper formulates the implementation path of improving data governance ability from five aspects: goal, thinking, system, technology and organization.
