在扩招语境下,要保障高职教育质量,就需要深化高职教育改革和有效治理,而内涵式发展是高职教育改革与治理的价值导向,主要包括高素质职业人才培养模式的构建、基于高职属性要求的办学过程优化及质量导向下高职教育结构的调整。要实现高职教育内涵式发展,就要坚决贯彻落实“质量型”扩招政策,优化专业课程、通识课程和创新创业课程建设,推动高职教育体系多样化建设,扩大学生成才空间。在治理上,应坚持内涵式发展导向,集中资源提升办学质量;扩大高职院校办学自主权,提升其内涵式发展能力;加强高职教育生态化建设,优化高职教育内部秩序;推动高职教育治理法治化,优化高职发展环境等。

In order to ensure the overall quality of higher vocational education in the context of enrollment expansion,it is of much necessity to deepen the reform and effective supporting governance of higher vocational education.However,connotative development can be said to be a better value orientation of the reform and governance of higher vocational education,mainly including constructing a series of high-quality professional talents training modes,as well as optimizing a string of school-running processes based higher-vocational properties and requirements and the current higher vocational education structure driven by actual education quality.For purpose of realizing the connotative development of higher vocational education,it’s necessary to strictly follow and implement a new round of“Quality-oriented”enrollment expansion policies,optimize the existing professional curriculum,construct general curriculum and innovation and entrepreneurship ones,promote overall diversified construction of the existing higher vocational education system,as well as expand the current students cultivating space.In terms of governance,we should adhere to the said orientation of connotative development,concentrate all the resources to improve the overall running quality,expand the running autonomy of higher vocational colleges and enhance their connotation development capabilities.At the same time,strengthening constant construction of the ecological system of higher vocational education,optimizing the internal order of higher vocational education,pushing the legitimacy process of higher vocational education governance and constantly optimizing the higher vocational education developing environment are also highly recommended.
