在信息网络高度发达的新时代,多发的网络舆情为高校管理带来了巨大压力。通过明晰高校网络舆情的基本内涵,探赜网络舆情形成的心理特征,剖析高校网络舆情频发的形态,倡导并论证了新时代应该抱持“技控是先导,人控是协助;疏导是本源,围堵是辅助;情治是根本,处罚是手段;褒扬为主流,批评为补充”等治理理念,进而明晰了监测和预警、研判和干预、协调和处置等环节的治理方式。其研究结论将为新时代高质量推进高校网络舆情的治理提供方法策略支撑。

In the new era of highly developed information network,the frequent network public opinion has brought great pressure on the management of universities.By clarifying the basic connotation of university network public opinion,this paper explores the psychological characteristics of the formation of network public opinion,analyzes the forms of frequent network public opinion in universities,and advocates and demonstrates that the new era should hold the technical control is the forerunner,the human control is the assistance;Dredging is the source,containment is auxiliary;Emotional education is the fundamental,punishment is the means;Praise is the mainstream,criticism is the supplement and other governance concepts.Then it clarifies the governance ways of monitoring and early warning,research and intervention,coordination and treatment.The research conclusion will provide a method and strategy support for promoting the governance of university network public opinion with high quality in the new era.
