摘要
高等教育区域治理是粤港澳大湾区区域发展的重要内容之一,目前,粤港澳大湾区高等教育区域合作呈现出合作态度碎片化、合作方式碎片化和合作成效碎片化的特征。形成上述特征的原因在于三地治理模式存在较大差异以及三地高等教育发展竞争导致利益分野。改善当前粤港澳等三地高等教育区域合作的碎片化问题,需要推进协同共治,遵循从个体走向整体的目标确立逻辑、从裂化走向聚合的组织变革逻辑、从分治走向协同的行动转变逻辑。
Regional governance of higher education is one of the important contents in the regional development in the Bay Area,which is composed of Guangdong,Hong Kong and Macao.At present,regional governance of higher education in Bay Area has the characteristics of fragmentation of cooperation attitudes,modes and effects.The reasons for the above characteristics lie in the great differences in the governance modes of the three places and the division in interests caused by the development competition of higher education in the three areas.In order to improve the fragmentation of regional governance of higher education in the area,we need to promote collaborative governance by following the logic of goal establishment from individual to whole,the logic of organizational change from cracking to aggregation,and the logic of action change from division to coordination.
