Evaluation Dimensions and Effectiveness of Reform Methodology in Comprehensively Deepening Reform

考核评估是衡量改革效果、发现改革问题、提升改革质量的重要方式,习近平总书记高度重视全面深化改革,进行了全面系统的论述,形成一系列高屋建瓴、内容丰富、实操有用的关于全面深化改革重要论述的方法论。为探索如何践行习近平总书记对全面深化改革的要求,如何在实践层面上对改革进行科学评估,文章选择S省J市开展全面深化改革和多个领域专项改革的第三方评估的实践案例,重点讨论五个维度,围绕“谁来评”,审慎选择第三方机构;围绕“如何评”,科学确定评估方案;围绕“怎么做”,全方位服务评估开展;围绕“怎么用”,形成以评促改制度体系;围绕“如何改”,不断提高评估水平。通过“五个围绕”,为改革考核评估树立了鲜明的改革导向,提高了群众参与度和获得感,推进了改革高质量落实。

Evaluation is an important way to measure the effect of reform,discover its problems and improve the quality of reform.Chinese President Xi Jinping attaches great importance to the comprehensive deepening reform and makes comprehensive and systematic introduction on reform,which forms a series of foresighted,content-rich and practical methodologies for comprehensive deepening reform.To explore the ways to put into practice Xi Jinping’s requirements on comprehensive deepening reform and conduct scientific evaluation of reform in practice,this paper selects the practical cases of the third parties on comprehensive deepening reform and special reform in a range of fields in the City J in Province S.It mainly discusses on five dimensions:regarding“who to evaluate”,this paper proposes to cautiously select the third party evaluation agency;regarding“how to evaluate”,it advises to scientifically determine the evaluation plan;regarding“how to evaluation”,it proposes to conduct evaluation with all round services;regarding“how to use”the evaluation results,it proposes to establish a system for promoting reform through evaluation;regarding“how to improve”,it advises to continuously improve evaluation.The above five dimensions provides a clear direction for reform evaluation,improve public participation and sense of gain,and advance the high-quality implementation of reform.
