摘要
核电用暖通设备主要包括组合式空调机组、冷水机组、风机、风阀、防火阀、汽水换热机组、冷却器、电加热器、过滤器及排架、碘吸附器、风机盘管、补水定压装置等,其数量多、种类杂、非标产品比例高,部分设备更有核级和抗震抗爆等特殊要求。与普通民用设备相比,其采购难度更大,采购合同执行过程中的潜在风险更多。因此,设备采购各部门紧密配合,做好设备采购的全过程管控至关重要。本文简述了压水堆核电厂的发展历程,根据项目管理的方法,对核电暖通设备采购包括市场和供应商调研、采购策划、招投标、设计文件交换和确认、原材料和外购件采购、样机制造和鉴定试验、设备制造和性能试验、验收和运输、安装调试和运行维护等全过程的工作要点进行阐述,深入分析了其中各环节对项目成本、进度、质量等有较大影响的因素,并提出了合理的建议和处理措施。在此基础上,对核电暖通设备采购合同执行中的主要风险进行了相应的阐述和分析,并提供了一定的风险应对和控制措施,为今后暖通设备的采购风险控制提供参考。
The HVAC equipment in nuclear power plant include air handle unit,chiller unit,fan,damper,fireproof damper,steam-water exchange unit,cooling unit,electrical heat unit,filter,iodine absorber,fan coil,feed water expansion fixed pressure unit etc.It has some characteristics such as a large quantity and varity,more non-standard types;and some have special requirement like anti-seismic and anti-explosion.Compared with ordinary civil equipment,the procurement is more difficult,and there are more potential risks during the execution of purchasing contract.Therefore?it is very important for all procurement departments to cooperate closely and control the whole process of equipment procurement.This article introduces the development history of PWR nuclear power plant briefly,according to proj ect management method,and introduce the work points of the whole process of the HVAC equipment procurement,which includes the market and supplier survey,procurement planning,bidding,exchange and confirmation of design documents,raw materials and bought-incom-ponents procurement,prototype appraisal,equipment fabrication and performance test,acceptance and transportation,installation,commissioning and maintenance.The article also analyzes the influential factors to the cost,schedule and quantity of each part,and provides reasonable suggestions and handling methods.Based on this,the main risks during the HVAC equipment procurement contract execution in nuclear power plant are introduced and analyzed,and some control measures and references for the procurement risk control of the HVAC equipment in the future are provided.
