《防治煤与瓦斯突出细则》修订关键技术研究 被引量:2

摘要 新版《防治煤与瓦斯突出细则》自2019年10月1日发布实施以来,为了研究《细则》修订的关键技术,从《细则》修订的背景和原则性入手,采用对比分析、重点研究的方法,研究《细则》在瓦斯防治理念、区域突出危险性预测方法、区域防突措施、区域效果检验要求、过程管理管控等方面与原《规定》的主要变化,结果表明,《细则》充分吸取瓦斯事故的经验教训,将最新的防突理念落实到瓦斯防治的各个环节中,补充完善两个“四位一体”综合防突措施,提出煤矿企业应加强综合防治措施的全过程管理,减少人为因素干扰,最后结合《细则》实施过程中可能遇到的普遍问题,提出煤矿企业如何抓住瓦斯防治的工作重点制定积极应对的措施。 More than a year has passed since the new edition of Detailed Rules for Prevention and Control of Coal and Gas Outburst was issued and implemented on October 1,2019.In order to analyze the key contents of the revision of the detailed rules with relevant parties,starting from the necessity and principle of the revision of the detailed rules,with the method of comparative analysis and key interpretation,the main changes of gas prevention concept,regional outburst risk prediction method,regional outburst prevention measures,regional effect inspection requirements and the original regulations were studied.The results showed that the detailed rules fully absorbed the experiences and lessons of gas accidents,the latest outburst prevention concept into every link of gas prevention and control was given to improve two"four in one"comprehensive outburst prevention measures,it was suggested that coal enterprises should strengthen the whole process management of comprehensive prevention and control measures to reduce the interference of human factors.Finally,combined with the common problems encountered in the implementation of the detailed rules,the key points of gas prevention and control in coal mining enterprises and formulate positive countermeasures were given.
