长江经济带水生态文明建设时空特征与优化路径 被引量:11

Spatial and temporal characteristics and optimization path of water ecological civilization construction in Yangtze River Economic Belt

摘要 正确把握长江经济带水生态文明建设状况是推进长江大保护的重要支撑。基于DPSIRM模型,构建了水生态文明建设水平评价体系;利用2004~2017年长江经济带11个省市面板数据,探究了长江经济带水生态文明建设水平的时空演变特征;依据“驱动-状态-影响-响应-管理”分析框架,提出了长江经济带水生态文明的实现路径。研究结果表明:①从时间层面看,2004~2017年长江经济带水生态文明建设水平呈明显上升趋势;②从空间层面看,长江经济带水生态文明建设水平的区域异质性特征较为显著,呈现“东西强,中部弱”的格局,但各区域之间差距逐渐缩小,优化速度呈现出“中西快,东部慢”的态势;③从水生态文明实现路径来看,长江经济带水生态文明建设水平整体提升的主要制约因素为响应子系统,各省市在遵从“驱动力-压力-状态-影响-响应-管理”的逻辑来优化发展路径时,应着重关注响应措施的实施,以促进水生态文明建设。 Correctly grasping the status of water ecological civilization construction in the Yangtze River Economic Belt is an important support for promoting the protection of the Yangtze River.Based on the DPSIRM model,a water ecological civilization construction level evaluation system is constructed.Based on panel data from 11 provinces and cities in the Yangtze River Economic Belt from 2004 to 2017,we explore the temporal and spatial evolution characteristics of the water ecological civilization construction level in the Yangtze River Economic Belt,and analyze the internal relationship of each subsystem.According to the analysis framework of“drive-state-influence-response-management”,the path to realize water ecological civilization in the Yangtze River Economic Belt is finally put forward.The research results show that from the perspective of time,the level of water ecological civilization construction in the Yangtze River Economic Belt showed an obvious upward trend from 2004 to 2017.From the spatial level,the regional heterogeneity of the level of water ecological civilization construction is more significant,showing a pattern of“strong in the east,west and weak in the central region”,but the gap between regions is gradually narrowing,the optimization speed shows a trend of“fast in the central and west region,slow in the east”.From the perspective of the realization path of water ecological civilization,the main constraint factor for the overall improvement is the response subsystem.Therefore,when provinces and cities try to optimize the development path in a way of“driving force-pressure-status-impact-response-management”,attention should be paid to the implementation of response measures to promote the construction of aquatic ecological civilization.
