摘要
为有效评价并提升水利建设项目管理水平,基于水利部《水利工程建设稽察常见问题清单》的内容,构建了水利建设项目管理评价指标体系;并利用变异系数法计算出各评价指标的客观权重,随之结合灰色聚类法构建了水利建设项目管理灰色综合评价模型。以四川省为例,运用该模型对水利建设项目管理水平进行了整体评价,结果符合四川省水利建设稽察实际情况,验证了模型的稳定性与可靠性。研究成果对全国水利建设项目管理评价有一定借鉴意义。
To effectively evaluate and enhance the level of water conservancy construction project management, based on the contents of the list of common problems of Water Conservancy Project Construction Inspection issued by the Ministry of Water Resources, a set of scientific and reasonable management and evaluation index system of water conservancy construction projects was constructed.The variation coefficient method was used to calculate the objective weight of each index, combining with the grey clustering method we built a grey comprehensive evaluation model of water conservancy construction project management.Finally, the model was applied to a practical case in Sichuan Province, the overall evaluation of water conservancy project management level was carried out.The results were consistent with the actual situation, which verified the stability and reliability of the model.The study has certain reference significance for water conservancy construction project management evaluation in nation wide.
