摘要
精细化工项目原辅料的选择会影响环评及全过程环境管理的合规性与复杂程度,但技术导则未明确选择的要求。本文综合考虑污染物排放标准、环境质量标准、环境危险/风险物质、危化品、VOCs、反应生成关注污染物、年使用量和化学性质等因素,总结了精细化工项目环评原辅料优化选择的方法,可以保障项目环评的合规性,降低环评复杂程度,又便于企业开展运行期环境管理。
The selection of raw materials impacts the compliance and complexity of Environmental Impact Assessment(EIA)and overall environmental management for fine chemical projects.However,how to select raw materials in EIA is not specified in the technical guidelines.Then an optimized method for selecting raw materials in fine chemical project EIA was proposed,based on pollutant discharge standard,environmental quality standard,environmental hazardous/risk substance,hazardous chemical substance,VOCs,reaction-generated pollutant,annual usage and chemical property.This optimization can guarantee the compliance and lower the complexity of EIA;and can be convenient for the environmental management in daily operation.
