脱贫攻坚与乡村振兴的有效衔接:顶层谋划、基层实践与学理诠释

The Effective Transition from Poverty Alleviation to Rural Vitalization:Top-level Planning,Grass-roots Practice and Academic Illustration

从脱贫攻坚到乡村振兴是我国农业农村现代化进程中的一次重大转向,为此国家作出了二者有效衔接的重大制度安排。党中央和国务院作为顶层设计的谋划者,通过规范性的政策文件、中央及全国性会议、领导考察讲话,不断强调脱贫攻坚与乡村振兴有效衔接的必要性和紧迫性,并作出具体的制度设计和工作安排。各级党政机关干部和智库专家作为具体政策的执行者和现实实践的观察者,以报刊媒体为载体,具体解读顶层话语,并以实践经验提供现实反馈。学术研究者作为理论阐释者和建言献策者,以学术文章为阵地,深刻剖析脱贫攻坚与乡村振兴的逻辑关系,提出有效衔接的对策建议。在脱贫攻坚与乡村振兴有效衔接的议题之下,我国的顶层谋划已初步构建完成,并在基层实践和学理诠释两大方面取得了丰富的讨论成果,三者之间互相形塑,在设计与执行、理论与现实之间实现了良性互动。目前在顶层设计上已经回答了关于“是什么”“为什么”“怎么做”(宏观层面)的问题,后续的讨论应转向构建“小衔接”之上的中国特色“大转型”理论和可操作性的微观实践探索。

The transition from poverty alleviation to rural vitalization manifests a major shift in the processes of modernization of agriculture and rural areas in China,for which China has made major institutional arrangements to realize an effective connection and integration.The CPC Central Committee and the Central Government,as the designers at the top,have continuously emphasized the necessity and urgency of promoting the effective transition from poverty alleviation to rural vitalization and have made specific institutional plans and operational arrangements through policy documents,national conferences,and state leader s speeches delivered during a field visit.The officials of CPC and government at all levels and thinktank experts,as implementers of policies and observers of practices,illustrate top-level discourses and provide feedbacks based on actions and experiences through newspapers and other media.Academic researchers,as theoretical illustrators and policy advisers,analyze the logical relationship between poverty alleviation and rural vitalization and put forward recommendations and suggestions for the smooth transition through academic papers.On the theme of the effective transition from poverty alleviation to rural vitalization,China has basically completed the plan and design at the top,and both grass-roots practice and theoretical illustration have made great advances.These three domains are shaping amongst and being shaped by each other,leading to effective interaction between planning and implementation,and between theory and reality.At present,the top-level design has covered the questions of“what”,“why”and“how”(at the macro level),the future focus shall turn to the theoretical construction of“great transformation”with Chinese characteristics on the basis of“micro transition”from poverty alleviation to rural vitalization,and the exploration of feasible and practical actions at the grass-roots level.
