英国作为世界第二大留学目的地国家,其本土学生出国留学的数量却较低,增长缓慢,与输入学生数量差距悬殊,出国留学目的地和生源地分布不均,弱势群体与优势群体差距较大。基于英国学生出国流动所存在的问题、服务"全球英国"大国战略以及进一步推进英国高等教育国际化的需要,英国相继推出促进学生外向流动战略和政策,扩展多样化留学路径。英国对于留学教育认知更加广泛和灵活,注重学生的跨文化体验和经验的获得,多主体参与主导外向留学行动,利用大数据加强出国留学状况的追踪调查研究,关注学生需求,为学生出国留学扫清障碍,关注弱势群体,注重留学教育公平。

As the second largest destination country for overseas study in the world,the number of local students’outward mobility is relatively low in UK,the growth is slow,and the gap between the number of local students and the imported students is large.The distribution of outward mobility destinations is uneven,and the gap between disadvantaged groups and advantaged groups is large.Based on the current situation of outward mobility,to serve the strategic goal of"Global Britain"and to further promote the internationalization of higher education,the UK has successively launched strategies and policies to promote student outward mobility and expand diversified outward mobility paths.The UK has a more extensive and flexible understanding of overseas education,focusing on the acquisition of cultural and working experience.Multiple organizations including government,higher education institutions and non-governmental organizations are involved in the action.Other characteristics include the use of big data to strengthen the tracking investigation and research of the situation of outward mobility,paying attention to the needs of students,clear the obstacles for students to outward mobility,pay attention to the disadvantaged groups to promote the equity of outward mobility.
