摘要
通过对引江济淮工程调水水量与水源地分析,确定生态补偿主体与客体。在估算水源地(客体)的生态功能价值、机会成本损失的基础上,引入区域阶段发展系数,结合引水量的比例,得出引江济淮工程水资源生态补偿标准。结果显示:引江济淮调水水源地的生态价值总计102.377亿元,各市县存在较大的差异性,这是生态补偿的上限。水源地的发展机会成本损失为17.563亿元,这是水源地生态环境保护的间接成本。如果按照2030年计划引水量,2021年、2030年安徽省受水区应该提供水源地7.864亿元、11.152亿元。这是比较切合实际的调水资源的生态补偿标准,为跨流域调水生态补偿提供参考依据。
The main body and object of ecological compensation were determined by analyzing the water quantity and water source of the Project of Leading Water from Yangtze to Huaihe River.On the basis of estimating the ecological function value and opportunity cost loss of water source(object),introducing the development coefficient of regional stage and combining with the proportion of water diversion,the ecological compensation standard of water resources in the project of diverting the Yangtze River from Huaihe River to Huaihe River was obtained.(1)The ecological value of the water source area for Leading Water from Yangtze to Huaihe River totaled 10.2377 billion yuan,and there were great differences among cities and counties.This was the limit of ecological compensation.(2)The development opportunity cost loss of water source was 1.7563 billion yuan.This was the indirect cost of water source ecological environment protection.(3)According to the amount of water diversion planned in 2030,the water receiving areas of Anhui Province should provide water sources of 0.7864 million yuan and 1.1152 billion yuan in 2021 and 2030.This was a more practical ecological compensation standard for water transfer and provided a reference for the ecological compensation mechanism for water transfer across the basin.
