Research on PPP Project Risk Identification and Sharing

PPP项目有周期长、投资大、结构复杂和风险高等特点,由于对项目风险的识别不足、风险归属划分不明确出现争议,增加项目成本、降低建造效率,甚至项目失败。本文首先通过文献阅读识别PPP项目的22个风险,接着对22个具体风险分析其合理分担方,随后用层次权重分析法得出政府信用差、征用/国有化、政策变更、政府决策失误和私营企业能力不足在22个风险因素中权重排名前五,最后对公共部门与私营企业给出相应建议。

PPP projects have the characteristics of long cycle,large investment,complex structure and high risk.Due to insufficient identification of project risks and unclear attribution of risk,disputes have arisen,increasing project costs,reducing construction efficiency,and even project failure.This article first identifies 22 risks of the PPP project through literature reading,and then analyzes the reasonable share of 22 specific risks,and then uses the hierarchical weight analysis method to obtain government credit difference,expropriation/nationalization,policy changes,government decision-making errors,and private ownership.Insufficiency of corporate capabilities ranks in the top five weighted among 22 risk factors,and finally gives corresponding recommendations to the public sector and private companies.
