大学图书馆馆员专利信息服务能力匹配度研究

Research on Match Degree between Librarians Ability and Requirement of Patent Information Service in Academic Libraries

学界和业界普遍认为大学图书馆馆员的专利信息服务能力不足是制约深度服务开展的主要原因之一。为深入探究大学图书馆馆员专利信息服务各方面能力究竟如何、与服务需求能力之间的差距到底有多大,文章基于大学图书馆馆员专利信息服务能力洋葱素质模型,构建了能力评价指标体系,在问卷调查和专家访谈的基础上,分析了大学图书馆馆员专利信息服务能力现状,并通过专家打分获得了12项核心专利信息服务所需的理想能力值,计算了实际能力值与理想能力值之间的匹配度,以测量两者之间的差距。研究结果表明,知识/技能层能力实际值与理想值之间差距较大,是制约服务水平的关键因素。最后,结合工作实践,提出了引入职业认证机制、深化服务内容、加强内外部培训、做实服务内容四个层面的知识/技能提升对策。

Lack of patent information service ability of academic librarians is one of the main reasons that restrict the development of in-depth service.Based on Boyatzis′s quality model,this paper builds the evaluation index system to explore the status of patent information service ability of academic libraries and the gap between the status and requirement.Through analyzing the survey results the study summarized the actual capacity value and the ideal capacity via 12 core patent information services.It shows that the gap in knowledge/skill level seriously affected the service efficiency.Finally,the study suggests four strategies to improve the technical field ability,patent retrieval and analysis ability,patent intelligence analysis ability and patent knowledge.
