“无废”理念下建筑垃圾资源化利用管理 被引量:3

摘要 大规模的城市化和区域更新促使建筑垃圾激增,建筑垃圾资源化利用是建立健全绿色循环低碳经济发展体系的重要举措。随着建筑垃圾资源化技术逐步与国外比肩,如何强化管理成为提高资源化利用效率的关键点,也是实现城市绿色发展亟待解决的重中之重。本文在分析我国建筑垃圾资源化利用率不足的原因的基础上,通过与回收率较高的欧盟、日本和新加坡的建筑垃圾资源化利用管理流程进行对比,提出通过打造从政策监管到技术提升的全技术性体系管理,搭建对我国切实可行的建筑垃圾资源化全覆盖管理体系,从而提升建筑垃圾整体管理水平,加速建筑垃圾产业循环利用的进程。 Large scale urbanization and regional renewal promote the proliferation of construction and demolition waste(C&D waste),and the resource utilization of which is an important way to improve zero-carbon economy.With the long-term efficient development of construction and demolition waste recycling technology,how to strengthen the management has become the key point to determine the efficiency of resource utilization to achieve urban green development.Based on the analysis of the reasons for the shortage of C&D waste recycling in China,this paper compares management process of C&D waste recycling with that in the advanced countries with high recovery rate,such as European Union,Japan and Singapore,and proposes to build a feasible full coverage management system of Construction and Demolition Waste recycling in China,in which full technical management system from policy supervision to technology improvement is built,so as to improve the overall management level of construction waste and to accelerate the recycling of construction waste industry.
