摘要
高职院校治理能力对于提升我国高等职业教育水平具有重要的理论意义和实践价值。结合“双高计划”建设要求,对高职院校治理能力的内涵进行宏观分析和准确界定,建立以章程为核心的现代职业教育制度体系,厘清多元主体共同参与的学校理事会、统筹行使学校学术事务职权的学术委员会、学校专业建设和教材选用委员会、有效发挥教代会重要作用、健全高职院校院两级管理体制和运行机制等构成要素,提出在“双高计划”建设治理中更新高职院校治理理念,树立善治为本治理理念、优化高职院校治理结构,构建特色校本治理框架、激发高职院校治理效能、推动治理能力全面提升等具体路径。
The governance ability of higher vocational colleges has important theoretical significance and practical value for improv ing the level of higher vocational education in China.Combining with the requirements of"double-high plan"construction,the paper makes a macro analysis and accurate definition of the connotation of governance ability of higher vocational colleges.Amodern vo cational education system with the core of the constitution is established,which clarifiesaschool council with multiple subjects partic ipating together,establishesan academic committee for the overall exercise of academic affairs functions and powers of the school and a committeefor the school professional construction and textbook selection,gives effective play of the important role of the teach ers’congress,and improves the two-level management system and operation mechanism of the higher vocational colleges and de partments.The paper puts forward specific paths:innovating the governance concept of higher vocational colleges during the“dou ble-high plan”construction and governance,establishingthe idea of good governance as the basis of governance,optimizingthe gov ernance structure of higher vocational colleges,building the characteristic school-based governance framework,stimulating the gov ernance efficiency of higher vocational colleges and promoting the overall improvement of governance ability.
