山东省水资源利用上线分区管控体系研究

Research on the District Management and Control System of Water Resources Utilization Upper Boundary in Shandong Province

通过分析近年山东省水资源开发利用现状,本研究依据山东省水资源禀赋、生态用水需求、经济社会发展合理需要等现状因素,衔接既有水资源管理制度,确定用水总量、用水效率等水资源开发利用管理要求,作为水资源利用上线目标,针对不同区域水资源状况的差异,划定水资源重点管控区,并提出相应的管控要求。

By analyzing the current situation of water resources development and utilization in Shandong Province in recent years,based on Shandong Province’s water resources endowment,ecological water demand,and reasonable needs for economic and social development,this study links the existing water resources management system,and determines the water resources development and utilization management requirements such as total water consumption and water efficiency as the upper boundary target of water resources utilization,and delineates key water resources management and control areas in view of the differences in water resources in different regions,and puts forward corresponding management and control requirements.
