扁平化管理在采气基层单位安全管理中的实践与应用

PRACTICE AND APPLICATION OF FLAT MANAGEMENT IN SAFETY MANAGEMENT OF GRASS-ROOTS UNITS OF GAS PRODUCTION

油气生产企业是高危企业,近年来因管理不到位、安全生产责任制不落实等多种问题引发了许多安全生产事故,安全管理的提升迫在眉睫。近年来,采气单位生产规模不断扩大,井站数量不断增多,产量任务逐年增加,人员缺失严重,工作量持续加大,形势严峻。据此,对同行业先进的安全管理体系进行研究,结合历年安全管理工作的经验和存在的不足,深入剖析安全管理矛盾和症结,对症下药,推行扁平化安全管理体系。实践证明:扁平化管理有效提升了采气基层单位安全管理质量,适用于新时代采气基层单位安全管理。

Oil and gas production enterprises are high-risk enterprises.In recent years,many accidents in safety production have occurred due to a variety of problems such as inappropriate management and non-implementation of the safety production responsibility system,so the improvement of safety management is imminent.Also in recent years,with the continuous expansion of the production scale of gas production units,the number of well stations is increasing;the production tasks are increasing year by year;there is a serious shortage of personnel and the workload continues to increase.In the face of such severe situation,this paper studies the advanced safety management system in the same industry.Combining with the experience of safety management work over the years and the existing deficiencies,it thoroughly analyzes the contradictions in safety management and find the right solution to the problems.The flat safety management system is implemented.Through practical application,it is concluded that the flat management has effectively improved the safety management quality of grass-roots units of gas production,and is suitable for the safety management of the gas production grassroots units in the new era.
