乡村振兴视域下社会资本参与乡村治理的逻辑理路

Logical Approach of the Participation of Social Capital in Rural Governance from the Perspective of Rural Revitalization

党的十九大报告提出的乡村振兴战略,指明了新时代实现乡村治理体系和治理能力现代化的方向,而社会资本则为这一战略的实施提供了支撑。通过回顾当前学术界关于社会资本与乡村治理的研究现状,梳理社会资本参与乡村治理的历史脉络,展现出鲜明的时代缩影和政治特色;同时,依据罗伯特·D·帕特南关于社会资本的概念界定,从信任、网络和规范三重维度出发,阐明了社会资本参与乡村治理的理论逻辑、现实逻辑及实践逻辑,为助推乡村治理体系和治理能力现代化、最终实现乡村振兴提供了有益的参考。

The rural revitalization strategy, proposed in the report delivered by President Xi Jinping in the 19 th National Congress of the Communist Party of China, constitutes the direction of realizing the modernization of governance system and governance capacity of the rural areas in the new era. The concrete implementation of rural governance cannot be done without the strong support of social capital. This article attempts to review the current research status of social capital and rural governance in the relevant academic fields, comb the history of social capital’s participation in rural governance, and reveal its typical historical microcosm and political characteristics. By using Putnam’s definition of social capital, this paper expounds the theoretical, realistic and practical logic of social capital’s participation in rural governance from the three dimensions of trust, network and norms. The research provides a useful reference for promoting the modernization of rural governance system and governance capacity which are of vital importance in ultimately achieving the strategic goal of rural revitalization.
