New Structural Environmental Economics:A Theoretical Framework

新结构经济学是作为第三代发展经济学提出来的,但实际上是对现代经济学的一场结构革命,它涉及现代经济学的每个领域,包括环境经济学。基于新结构经济学一个中心三个基本点的研究视角,采用新古典的研究方法对经济体的环境系统进行结构分析,初步构建起新结构环境经济学的理论框架。其中,理论框架根据新结构环境经济学的基本原理和研究范畴,可以划分为四大理论体系,即新结构最优环境结构理论、新结构环境发展理论、新结构环境转型理论和新结构环境运行理论。四大理论体系一以贯之地认为,环境结构及其变迁、转型与运行均内生于要素禀赋结构所决定的生产结构。新结构环境经济学相比于聚焦环境资源配置的新古典环境经济学更高阶,未来需要加快新结构环境经济学的学科建设,逐步推动形成一门新结构经济学的子学科。

New structural economics is put forward as the third generation of development economics,but it is actually a structural revolution of modern economics,which involves every field of modern economics,including environmental economics.Based on the research perspective of one central point and three basic points of the new structural economics,the new classical research method is adopted to analyze the structure of the economic environment system,and the theoretical framework of the new structural environmental economics is preliminarily constructed.According to the basic principles and research scope of new structural environment economics,the theoretical framework can be divided into four theoretical systems,namely,new structural optimal environment structure theory,new structural environment development theory,new structural environment transformation theory and new structural environment operation theory.The four theoretical systems consistently hold that the environmental structure and its change,transformation and operation are all inherent in the production structure determined by the factor endowment structure.Compared with neoclassical environmental economics focusing on the allocation of environmental resources,new structural environmental economics is of a higher level.In the future,it is necessary to accelerate the discipline construction of new structural environmental economics and gradually promote the formation of a sub-discipline of new structural environmental economics.
