The concept innovation of high-quality education urgently needs the develop-ment and cultivation of teacher literacy as the prerequisite for its realization.At present,the characteristics of high-quality education promoting the development of teacher literacy show the high-quality cultivation of teacher literacy,the depth formation of teacher literacy and diversification of teacher literacy.Around the development of high-quality education,the construction of teacher literacy generally includes hierarchical knowledge,teaching values and teachers'high-quality redevelopment.Accordingly,the cultivation strategy of teacher litera-cy based on high-quality education needs to provide teachers'professional knowledge at dif-ferent levels and pay attention to the integration function of value;cultivate teachers'teaching values and promote teachers'emotional identity;strengthen the construction of school organi-zational factors and jointly promote the high-quality redevelopment of teachers,so as to ef-fectively realize the development and cultivation of teacher literacy under the background of high-quality education.
