新阶段特色小镇发展策略研究——以黄山市特色小镇为例

Research on the Development Strategy of Characteristic Towns in the New Stage—— A Case of the Characteristic Town in Huangshan

当前,我国正在全面推进乡村振兴,持续推动经济转型升级,促进特色小镇加速发展。本文以黄山市特色小镇为例,以创新发展为牵引,深入研究该市特色小镇的发展现状,客观分析产业类型单一、产业层次不高、投资主体不强、激励引导不够四个方面的问题,并从顶层设计角度出发,以区域发展为导向,针对性地提出了新阶段的规划理念,总结出新阶段黄山市特色小镇发展策略,以期为推进高质量特色小镇建设和实践提供借鉴。

At present, our country is comprehensively promoting rural revitalization, continuously promoting economic transformation and upgrading, and accelerating the development of characteristic towns. Taking the characteristic town of Huangshan as an example, and taking innovative development as the traction, this paper deeply studies the current development status of characteristic towns in the city,and objectively analyzes four problems of single industry type, low industry level, weak investment entities, and insufficient incentives and guidance. From the perspective of top-level design and guided by regional development, the planning concept of the new stage is put forward, and the development strategy of characteristic towns in Huangshan in the new stage is summarized in order to provide a reference for the high-quality construction and practice of characteristic town.
