全周期理念下的城市设计编制与管控路径探索——以武汉市江岸区控规升级城市设计为例

摘要 2021年自然资源部发布《国土空间规划城市设计指南》,明确城市设计是国土空间高质量发展的重要支撑,贯穿规划建设管理的全过程。在此背景下,本文从城市设计"控制管理"与"设计引导"两大职能趋向出发,以武汉市江岸区城市设计升级研究为例,明确城市设计管控单元、管控要素及实施引导方法,构建"分区分类分级"的城市设计编管体系和以"关注公共空间"为重点的管控要素体系,探索"设计—管控—实施"全周期城市设计的编制与管控路径。 In 2021, the Ministry of Natural Resources issued Guidelines for Urban Design used in National Spatial Planning, making clear that urban design is an important support for the high quality development of land and space and runs through the whole process of planning, construction and management. In this context, this paper starts from the two major functional trends of "control management" and "design guidance" in urban design, takes the urban design upgrade research of Jiang’an District in Wuhan as an example, clarifies urban design control units, control elements, and implementation guidance methods, and constructs "divided, classified and graded" urban design management system, and a system of management and control elements focusing on "concerning public space". The paper explores the compilation and management path of "design-management-implementation" full-cycle urban design.
