论邵友濂与清末台湾防务的发展

SHAO Youlian and the Development of Taiwan′s Defense in Late Qing Dynasty

邵友濂就任台湾巡抚期间,对台湾防务的建设采取了诸多措施:整顿军容、严肃军纪,完善台湾的军队组织建设;对台北机器局进行修整,改善台湾的武器装备水平;以铁路建设强化台湾内部的联系;安抚社番等。这一系列举措在一定程度上提高了台湾的防务水平,但是受限于当时台湾财政紧张等原因,台湾防务资金投入不足,台湾防务水平的提升有限。

During his office in Taiwan as a governor,SHAO Youlian has taken steps to improve Taiwan′s defense.First,strengthen the army′s discipline and improve Taiwan′s military organization.Second,renovate Taipei Machinery Bureau and improve its arms and equipment.Third,strengthen Taiwan′s internal ties through railway construction.Finally,appease the native residents.These measures have,to some extent,improved Taiwan′s defense,but confined by limited budget and insufficient investment then,Taiwan′s defense hadn′t seen a leap forward.
