体育场馆的避灾抗疫应急作用探析

在新冠肺炎疫情和汶川大地震等一系列重大自然灾害中,体育场馆发挥了独特的避灾抗疫应急功能,成为了灾疫中托起生命的“诺亚方舟”。文章论述了体育场馆作为避灾安置场所,具有覆盖面广、容纳量大、安全性高、改造量小、通达度好、隔离性好等优势,针对既有体育场馆在设计与管理方面制约其避灾抗疫功能发挥的薄弱环节,提出了坚持平灾结合的原则,强化新建改建体育设施的兼容性和可变性,推动体育场馆的生态化、智慧化升级,深化体育场馆管理体制改革等建议,以更好地发挥体育场馆资源的避灾抗疫应急作用。

During a series of major natural disasters,such as the novel corona virus pneumonia disaster and the Wenchuan earthquake,the stadiums have played a unique emergency response role to shelter victims and the sick,becoming the"Noah's Ark"to support life in the hazards.In this paper,the advantages of stadiums and gymnasiums,including wide coverage,large capacity,high security,easy reconstruction,good accessibility,good isolation,etc.as a place for disaster avoidance and resettlement,were discussed.Because of the weak pointsin in the design and management of the existing sports facilities,it is a suggestion that we should adhere to the principle of considering to sports at ordinary times and shelter in a time of the disaster,strengthen the compatibility and variability of the newly built and rebuilt sports facilities,promote the ecological and intelligent upgrading of the stadium,and deepen the reform of the stadium management system.To better play the emergency response role of the precious resources of sports venues.
