摘要
依据交通部下发《码头油气回收船岸安全装置》规范(JTT 1333-2020)要求:油气回收入口控制混合气体氧含量不大于8%,并配置氮气惰化设施。通过计算,验证了该规范要求的依据正确。现有油品装车油气回收设计规范(GB 50759-2012)《油品装载系统油气回收设施设计规范》未考虑氧含量高风险,未配备相应安全设施,大多数油气回收装置存在油气爆炸极限范围内运行的工况,存在很高的安全风险。
According to the requirements of"Ship-shore Safety Device for Oil and Gas Recovery at Wharf"(JTT 1333-2020)issued by the Ministry of Communications,the oxygen content of the mixed gas should be controlled not more than 8%at the oil and gas recovery inlet,and nitrogen inerting facilities should be provided.Through calculation,it is verified that the basis of this specification is correct.The existing design code for oil-gas recovery in oil loading(GB 50759-2012),Code for Design of Oil-gas Recovery Facilities in Oil Loading System,does not consider the risk of high oxygen content,and is not equipped with corresponding safety facilities.Most oil-gas recovery devices operate within the limit range of oil-gas explosion,which poses high safety risks.
