迈向共治:老旧小区改造中的社区治理路径--以上海市G小区“美丽家园”建设为例

Co-governance as the Path of Community Governance in the Transformation of Old Residential Areas:Take the Construction of"Beautiful Home"in Shanghai G Community as an Example

为了不断满足人民群众对美好生活的需要,我国大力推进城镇老旧小区改造这项民生工程。文章以上海市G小区“美丽家园”建设为例,发现老旧小区改造存在着一系列的困境,表现为表面化改造、利益冲突、资金问题等显性困境,及历史遗留、动迁效益等隐性困境,在协同治理理论的基础上,为化解老旧小区改造困境提出了走向共治的对策建议,即政府社区大力引导,居委协调各方利益,多方行动主体共同努力,园区积极反哺社区。

In order to continuously meet the people's needs for a better life,China has vigorously promoted the livelihood project of the transformation of old urban communities.Taking the"beautiful home"construction of G community in Shanghai as an example,this paper finds that there are a series of difficulties in the transformation of old community,including explic⁃it difficulties such as surface transformation,conflict of interest,and capital problems,as well as implicit difficulties such as historical legacy and relocation benefits.Finally,based on the collaborative governance theory,this paper puts forward coun⁃termeasures and suggestions to resolve the difficulties in the transformation of old community,that is,the government strongly guides the community,the neighborhood committee coordinates the interests of all parties,and multiple actors work together to actively feed the community in the park.
