关于在京中央预算单位实施建设工程过程结算的探讨

Research on Process Settlement of Construction Project of Central-Budgeted Organizations in Beijing

目前,国家正大力推行过程结算。在京中央预算单位的建设工程结算主要依据财政部牵头发布的《建设工程价款结算暂行办法》及住建部等部委有关规定,但是目前还未有完整具体的过程结算实施办法,相关单位实施过程结算只能以现有部分文件的相关条款为依据,实施进展缓慢。文章通过分析过程结算的含义和优势,结合在京中央预算单位实施过程结算的特殊性,总结实施过程结算存在的困难与问题,对在京中央预算单位实施过程结算提出建议,便于相关单位快速有效实施过程结算,充分发挥其优势,助推我国建筑行业转型升级和高质量发展。

At present,process settlement is being strongly promoted nationwide.Nowadays the central-budgeted organizations in Beijing carry out the constructional process settlement mainly complying with"Interim Measures for Settlement of Construction Project Payment"and regulations enacted by Ministry of Housing and Urban-Rural Development(MOHURD)and other relevant ministries.However,the complete and formally revised version of process settlement has not been released yet.As a result,the implementation of process settlement of relevant organizations can only conduct the settlement process based on the existing relevant provisions of some documents,which decreases the efficiency to a large extent.Therefore,by analyzing the meaning and advantages of process settlement,combined with the particularity of the implementation of process settlement of the central-budgeted organizations in Beijing,the author summarizes the difficulties and problems existed in the implementation of process settlement,and put forward some suggestions,so as to facilitate relevant organizations to implement process settlement quickly and effectively and fulfill their advantages,hence promoting the transformation and upgrading of the high-quality development of the construction industry in China.
