差异化叙事:地方官员的行政逻辑及其影响

Differentiated Narrative:Local Officials’ Administrative Logic and Its Influence

在地方治理场域中,地方官员作为兼具"国家代理人"和"社会代理人"双重代理角色的治理主体之一,是推动地方治理现代化发展的关键一环。研究发现,科层制中地方官员的行政逻辑并非完全是遵从制度预设,按部就班地行事,而是在制度、利益、关系、能力等多种因素交互作用下表现出不同于规范行政的差异化行为。从结构视角进行分析,地方官员行政逻辑的差异化叙事可从任务—态度—次序—行动这一结构链来理解,不同的任务直接或间接影响和形塑地方官员的态度,进而有次序地采用多样性、策略性和选择性的行动。差异化叙事的效能价值凸显于地方官员行政的非正式运转之中,具备了一定意义的合法性基础;与此同时,也需考量和警惕差异化叙事潜在的负面影响。

In the field of local governance,local officials,as one of the governance subjects with dual agency roles of "state agent" and "social agent",are the key link to promote the modernization of local governance.It is found that the administrative logic of local officials in the bureaucratic system does not completely follow the system presupposition and act step by step.Instead,under the interaction of many factors,such as system,interest,relationship and ability,it shows different behavior from standardized administration.From the structural perspective,the differentiated narrative of local officials’ administrative logic can be understood from the structural chain of task-attitude-order-action,and different tasks directly or indirectly influence and shape the attitude of local officials,who then adopt diversified,strategic and selective actions in an orderly manner.The efficiency value of differentiated narrative is high-lighted in the informal operation of local officials’ administration with a certain basis of legitimacy.At the same time,we should also consider and be alert to the potential negative impact of differentiated narrative.
