In order to cope with the opportunities and challenges brought by the fourth industrial revolution, expand and deepen the cooperation in smart manufacturing technology innovation between China and European countries, and work together to cope with the challenges of the pandemic, a review of European countries’ industrial strategy is provided, and suggestions on the further cooperation of smart manufacturing technology innovation between China and European countries are given.
