摘要
劳动力跨境无障碍流动有利于粤港澳大湾区经济发展一体化的实现。养老保险作为劳动者老年权益的保障,是劳动者是否跨境就业决策的关键考量因素。由于粤港澳三地政治、经济、文化差异,养老保险制度的衔接不畅,目前无法实现养老保险权益的跨境可携。因此,需要在研究三地制度差异的基础上,借鉴国际先进经验,逐渐消除壁垒和阻碍,平衡各方利益,设计一套养老保险跨境便利可携的方案,从而保障劳动者在湾区内自由流动,促进粤港澳三地的深度融合。
The cross-border barrier free flow of labor is conducive to the realization of the economic development integration of Guangdong-Hong Kong-Macao Greater Bay Area.Endowment insurance, as the protection of workers’ rights and interests for the elderly, is the key factor to consider whether workers are cross-border employment decision-making. Due to the political, economic and cultural differences among Guangdong, Hong Kong and Macao, the convergence of endowment insurance system is not smooth, and the cross-border portability of endowment insurance rights and interests can not be realized at present. Therefore, on the basis of studying the differences of the three systems, we need to learn from the international advanced experience,gradually eliminate barriers and obstacles, balance the interests of all parties, and design a set of crossborder convenient and portable pension insurance scheme, so as to ensure the free flow of workers in the bay area and promote the deep integration of Guangdong, Hong Kong and Macao.
