农村生活垃圾分类多元主体参与行为及对策研究

Study on the Participation Behavior and Countermeasures of Multiple Subjects in Rural Domestic Waste Classification

农村生活垃圾分类是改善农村人居环境、促进农村生态协调发展的关键。垃圾分类多主体协作可以调动各方的参与积极性,提高垃圾分类的效率。基于此,本文以协同治理理论为基础,从多主体参与角度对各主体的垃圾分类参与行为进行剖析,发现农村环境及垃圾分类多元共治存在各主体责任缺失,各方参与度不足、主体间缺乏合作等问题,并以湖北省农村生活垃圾治理示范村为例,结合实地案例进行经验借鉴,最后从主体行为界定和规范方面提出:要培养各方参与度,发挥多元共治效应;政府构建平台,加强主体间的联系与合作;适当引入社会资本,建立长效机制等对策建议,力求构建多方治理主体参与的治理格局。

The classification of rural domestic waste is the key to improve the rural living environment and promote the coordinated development of rural ecology. The multi-agent cooperation of waste classification can mobilize the enthusiasm of all parties and improve the efficiency of waste classification. For this,based on the theory of collaborative governance, this paper analyzes the participation behavior of each subject in garbage classification from the perspective of multi-agent participation. It is found that there are some problems in the multiple co governance of rural environment and garbage classification, such as the lack of responsibility of each subject, the lack of participation of all parties, and the lack of cooperation among the main bodies. Taking the rural domestic waste treatment demonstration village in Hubei Province as an example, combined with the field case study, this paper analyzes the participation behavior of each subject in garbage classification, from the perspective of the definition and standardization of the subject behavior, the paper proposes to cultivate the participation degree of all parties and give full play to the multi governance effect;the government should build a platform to strengthen the relationship and cooperation between the main bodies;appropriately introduce social capital and establish a long-term mechanism, so as to build a governance pattern of multi-party governance subject participation.
