摘要
中国经济已经进入高质量发展新阶段,实现我国国有企业在新阶段上高质量发展具有重要意义。我国国有企业实现高质量发展的标志,不是单纯的世界五百强名次上升或经济技术指标好看,而是竞争力、创新力、控制力、影响力和抗风险能力五种实力的全面增强。我国国有企业实现高质量发展的关键,是继续改进和完善现代公司制度、混合所有制、党委领导制度、职业经理聘任机制四个重要机制。我国国有企业实现高质量发展的活力来自企业内部各方利益相关者的积极主动参与,应以资本管理为纽带,强化以劳动为中心,以构建中国特色的国有企业命运共同体为路径目标。
China’s economy has entered a new stage of higher-quality development, and it is of great significance to realize the high-quality development of China’s state-owned enterprises(SOEs) in the new stage. The symbol of the high-quality development of China’s SOEs is not simply the rising ranking of the world’s top 500 or the good-looking economic and technical indicators, but the overall enhancement of competitiveness, innovation, control, influence and risk resistance. The key to the high-quality development of SOEs in China is to continue to improve and perfect the modern company system, the mixed ownership system, the Party committee leadership system and the professional manager appointment system. The vitality of China’s SOEs to achieve high-quality development comes from the active participation of stakeholders within the enterprises, and we should take capital management as the link, strengthen labor-centered, and take the construction of the community of a shared future for the SOEs with Chinese characteristics as the path goal.
