旅游业在经济社会发展中的作用日益突出,既是国民经济的战略性支柱产业,也是满足人民美好生活向往的现代服务业。从"双循环"新发展格局的视野研究旅游业发展和开放问题,推动旅游业积极主动融入"双循环"新发展格局,有着重要的现实意义。统筹推进国内旅游和出入境旅游发展,加快发展国内旅游,奋力拓展入境旅游,规范发展出境旅游,是旅游业融入"双循环"新发展格局的重要路径。旅游业融入"双循环"新发展格局,必须充分发挥市场机制的决定性作用,更好地发挥政府调控作用,多措并举推进旅游业快速优质和可持续发展,实现国内旅游和国际旅游的互融共促,为迈向世界旅游强国奠定基础。

Tourism industry plays an increasingly important role in economic and social development. It is not only a strategic pillar industry of the national economy, but also a modern service industry to meet people’s yearning for a better life. It is of great practical significance to study the development and opening-up of the tourism industry from the perspective of the new "dual circulation" development pattern and to promote the active integration of tourism industry with the said new development pattern. To promote the development of domestic tourism and inbound and outbound tourism as a whole, speed up the development of domestic tourism, strive to expand inbound tourism, and standardize the development of outbound tourism are important paths for tourism to integrate itself into the new development pattern of "dual circulation". To integrate the tourism industry into the new development pattern of "dual circulation", we must give full play to the decisive role of market mechanism, better play the role of government regulation, take multiple measures to promote the rapid,high-quality and sustainable development of the tourism industry, realize the mutual integration and promotion of domestic tourism and international tourism, and lay the foundation for becoming a world tourism power.
