“放管服”视域下高校行政管理体制改革:价值、困境与应对

Reform of Administrative System in Colleges and Universities from the Perspective of“Decentralization,Management and Service”:Value,Dilemma and Countermeasures

“放管服”视域下,高校行政管理体制改革对于高校落实自主办学、深入推进国家政治体制改革等具有重要价值。现阶段,我国高校行政管理正处在转型、改革的关键时期,现行管理体制面临着管理理念陈旧、泛行政化、监管效果不佳、行政服务意识匮乏等问题,推进高校行政管理体制改革迫在眉睫。高校通过采取更新行政管理理念、厘清行政管理职责、完善行政管理监督义务、变革行政管理职能等应对举措,大力推动我国高校行政管理体制改革。

From the perspective of“decentralization,management and service”,the reform of administrative system in colleges and universities is of great value to the implementation of independent school running and the in-depth promotion of the national political system reform.At present,the administration of Chinese universities is in a critical period of transformation and reform.The current administrative system is facing some problems,such as the outdated administration concept,the pan administration of universities,the poor effect of university supervision,and the lack of administrative service consciousness.It is urgent to seek an effective way to promote the reform of university administrative system.Colleges and universities vigorously promote the reform of the administrative system of colleges and universities in China by taking measures such as updating the concept of administrative management,clarifying the responsibilities of administrative management,improving the supervision obligations of administrative management,and changing the functions of administrative management.
