激发贫困治理共同体内生动力的影响因素及其应对策略

Influencing factors and coping strategies of endogenous power in poverty governance community:Based on field investigation in 6 districts and counties of Chongqing

习近平总书记内源扶贫重要论述包含激励贫困者"弱鸟先飞"、培养贫困者能力和共享扶贫政策红利三个核心主题,为新时代巩固脱贫攻坚成果和推进乡村振兴提供了行动指南。重庆市巫山、彭水、开州、涪陵、江津、荣昌6个代表性区县的贫困治理,依然存在基础条件不优、致富底气不足、造血功能不强、输血通道不畅等影响激发贫困治理共同体内生动力的因素。巩固脱贫攻坚成果,提高贫困治理质量,促进乡村振兴高质量发展,要聚焦贫困治理共同体内生动力,在教育上弘扬美德,增强脱贫主动性;在培育上倾斜资源,增强脱贫行动力;在组织上夯实基础,增强脱贫自发力;在产业上科学规划,增强脱贫内生动力;在长远发展上,增强脱贫持续力。建立健全长短结合、标本兼治的脱贫体制机制,切实摆脱"意识贫困""能力贫困""治理贫困"和"机会贫困"。

Xi Jinping’s important discussion on internal poverty alleviation provides guidance for consolidating poverty alleviation achievements and promoting rural revitalization in the new era by encouraging the poor to "fly first", cultivating the ability of the poor and sharing the dividend of poverty alleviation policies.The poverty control of six representative districts and counties in Chongqing, Wushan,Pengshui, Kaizhou, Fuling, Jiangjin and Rongchang, still have some factors that affect the endogenous power of the poverty control community, such as poor basic conditions, insufficient prosperity, weak hematopoietic function, and poor blood transfusion channels.To consolidate our achievements in poverty alleviation, improve the quality of poverty control, and promote high-quality development of rural revitalization, We need to focus on the internal driving force of the poverty control community, promote virtue and enhance poverty alleviation initiatives in education. Providing high-quality resources to enhance the motivation of poverty alleviation, strengthening the foundation to enhance the initiative of poverty alleviation in the organization;Scientific planning strengthens the internal impetus of poverty alleviation in industries and ensures the sustainability of poverty alleviation.We will establish and improve poverty alleviation systems and mechanisms that combine the strengths and weaknesses of poverty alleviation and address both its symptoms and root causes, and effectively eliminate the awareness, capacity,governance and opportunity to poverty.
