中国林业政策的演进——基于政策力度和政策工具的分析

Evolution of China’s Forestry Policy:An Analysis Based on Policy Power and Policy Tool

文中以中华人民共和国成立以来中央层面发布的2495份林业政策文件为研究对象,通过构建政策力度和政策工具二维分析框架,对中国林业政策的演进进行量化分析。结果表明,涉林法律和行政法规的发布数量持续稳定,部门规章的发布数量大幅上升;由中共中央、国务院发布的政策力度较大的指导性文件数量稳步提升,由各部委发布的通知类文件数量大幅上升;政策工具类型以规制型为主,但使用频率呈下降趋势,而经济激励型、信息公开型和社会参与型工具使用频率呈上升趋势。

This paper conducts a quantitative analysis of the development of China’s forestry policy and explores its evolution characteristics by taking the 2495 forestry policy documents issued by the Central Government since 1949 as the research object and constructing a two-dimensional analysis framework for policy power and policy tools.The results show that the number of forestry-related laws and administrative regulations has been continuously stable,while the number of departmental rules has been significantly increased;the number of guidance documents with high policy power issued by the Central Committee of the Communist Party of China and the State Council has been steadily increasing,and the number of notice documents issued by ministries has been significantly climbing.The policy tools are dominated by regulatory ones,whose use frequency has however been declining,while the use frequency of economic incentive tools,information disclosure tools and social participation tools has been increasing.
