高质量发展背景下开放大学的转型路径

The Transformation Path of Open Universities under the Background of High-Quality Development

我国开放大学建校40多年来,形成了面向人人、突破时空实施开放教育的教学模式和“敬学广惠、有教无类”的优良传统。目前,开放大学的发展面临许多外部挑战与内部问题。在高质量发展大背景下,开放大学师生要深入学习习近平总书记关于教育的重要论述,贯彻落实全国职业教育大会精神,对建设技能型社会、职业教育类型定位、多元办学格局、坚持立德树人和德技并修要有更加深刻的认识;坚定正确的办学方向,推进“四个转变”,即:由以量谋大转向以质图强,由学历补偿转向知识补偿,由文凭提升转向技能提高,由重视线上转向线上线下融合发展;实施“1233”工程,通过建平台、推金课、优资源、强服务、创特色、争一流等路径,推进高质量发展,实现“三步走”的发展目标;聚焦“三教”改革,推进职普融通,深化产教融合与校企合作,推进育人方式、办学模式、管理体制和保障机制改革,积极发展职业本科教育,实现开放大学建设的新突破。

Over the past 40 years since its establishment,the Open University of China has formed a teaching model of open education for everyone,breaking through time and space,and a fine tradition of“respecting learning,benefiting broadly,and teaching without discrimination”.At present,the development of open universities faces many external challenges and internal problems.Under the background of high-quality development,teachers and students of open universities should thoroughly study General Secretary Xi Jinping’s important exposition on education,implement the spirit of the National Conference on Vocational Education,and have a deeper understanding of the construction of a skilled society,the orientation of vocational education type,the pattern of diversified school running,and the adherence to building morality and cultivating people,and cultivating morality and technology at the same time.We should stick to the correct direction of school running and push forward the“four changes”,that is,we should change from making big plans with quantity to making strong plans with quality,from education compensation to knowledge compensation,from diploma upgrading to skill upgrading,and from emphasizing on-line to on-line and off-line integrated development.The“1233”project will be implemented to achieve the goal of“three-step development”by promoting high-quality development through building platforms,offering golden courses,optimizing resources,strengthening services,creating distinctive characteristics and achieving first-class status.We should focus on the reform of“three educations”,promote the integration of vocational education and general education,deepen industry-education integration and school-enterprise cooperation,promote the reform of education mode,school-running mode,management system and guarantee mechanism,actively develop vocational undergraduate education,and make new breakthroughs in the construction of open universities.
