我国终身教育地方立法比较研究

Comparative Study on the Local Legislations of Lifelong Education in China

随着终身教育实践的不断深入,终身教育越来越需要国家立法的保障。我国目前现有的五个省市终身教育地方立法,不仅为地方终身教育实践提供了法制保障,也为终身教育国家立法奠定了基础。通过梳理、比较终身教育地方立法,从地方立法形式、立法内容等方面进行比较分析,有助于总结地方立法的经验与不足,给予国家层面终身教育立法以启示和借鉴。应厘清“终身教育体系”和“国民教育体系的关系”,推动我国终身教育法律制度的健全与完善。

With the deepening of the practice of lifelong education,it increasingly needs the guarantee of national legislation.At present,the existing local legislations of lifelong education in five provinces and cities not only provide legal guarantee for the practice of local lifelong education,but also lay the foundation for the national legislation of lifelong education.By reviewing and comparing five local legislations,this paper makes a comparative analysis from the aspects of local legislative form and legislative content,which helps summarize the experience and shortcomings of local legislation,give implications and reference to the national lifelong education legislation.We should clarify the relationship between“lifelong education system”and“national education system”to promote the soundness of China’s lifelong education legal system.
