民族地区脱贫攻坚与乡村振兴衔接对策研究——以临沧市耿马傣族佤族自治县为例

Research on the Countermeasures of the Linking Between Poverty Alleviation and Rural Revitalization in Ethnic Minority Areas:Taking Gengma Dai Wa Autonomous County of Lincang City as an Example

精准脱贫和乡村振兴协调推进,对建成现代化国家、向第二个百年奋斗目标迈进具有重要战略意义。云南耿马傣族佤族自治县地处西南边陲,受生态环境脆弱、经济社会发展起步晚、区域发展差异大、体制改革迟缓、教育和科学技术落后等综合因素制约,脱贫攻坚和乡村振兴具有特殊性、复杂性和脆弱性。培育新型经营主体、增强扶贫产业带动力等有效措施,能不断巩固脱贫攻坚成果,全面振兴乡村;同时需要有针对性地深化全面从严治党,加强生态文明建设,扶贫与“志智双扶”相结合,发挥地域优势促进产业振兴,致力于民族文化传承与开发,加强沿边开发开放,构建大扶贫格局。

The coordinated promotion of poverty alleviation and rural revitalization is of great strategic significance for building a modern country and marching towards the second centenary goal.Gengma Dai Wa Autonomous County is located in the southwest border of Yunnan Province.Due to the comprehensive constraints of fragile ecological environment,late start of economic and social development,large regional development differences,slow system reform,backward education and science and technology,etc.,poverty alleviation and rural revitalization are of particularity,complexity and vulnerability.Effective measures such as cultivating new business entities and enhancing the driving force of poverty alleviation industry can continuously consolidate the achievements of poverty alleviation and comprehensively revitalize the countryside.At the same time,we need to deepen the comprehensive and strict governance of the party,strengthen the construction of ecological civilization,combine poverty alleviation with“double support of aspiration and wisdom”,give full play to regional advantages to promote industrial revitalization,devote ourselves to the inheritance and development of national culture,and strengthen the development and opening up along the border and build a large-scale pattern of poverty alleviation.
