中日大学技术转移比较与启示

Comparison of Technology Transfer between Chinese and Japanese Universi⁃ties and Revelation

中国和日本的大学技术转移工作几乎同时起步,日本通过多次改革,如今大学技术成果的转化率已经远高于中国。对比中日大学技术转移的法律体系、机构设置、资金支持和人才资源的实际情况,发现中国大学技术转移的法律体系在不断完善,技术转移的机构在向专业化和协同合作方向发展,与日本大学具有一定的相似性,但是仍存在技术转移工作资金和专业人才不足的问题。因此,中国应补充技术转移资金和人才资源、完善大学科研人员的激励和考核制度、提升大学技术转移工作的专业性,进而稳步提高大学技术转移总体效率。

China and Japan started their technology transfer efforts in universities almost at the same time,but Japan,through many times of reform,now has a much higher transformation rate of technological achievements from universities than China.Comparing the actual situation of university technology transfer in China and Japan in terms of legal system,institutional configuration,financial support,and human resources,it is found that the legal system for university technology transfer in China is improving,and the organizations engaging in technolo⁃gy transfer are developing in the direction of specialization and collaborative cooperation,which has some simi⁃larity with Japanese universities,but there are still problems of insufficient funds and professional talents.There⁃fore,China should supplement funds and human resources for technology transfer,improve the incentive and as⁃sessment system for university researchers,and maintain the professionalism of university technology transfer work,and further steadily improve the overall efficiency.
