摘要 目的:通过分析调查问卷的结果,为食品安全应急处置工作制度的建立提供参考。方法:采用问卷调查的方式了解当前绍兴市市场监督管理局在日常食品安全应急处置工作中存在的主要问题、食品安全事件(故)数量和应急处置工作重心等。结果:不同层级、不同部门、不同岗位的人员(样本)对于食品安全事件(故)和舆情事件的认知及理解有差异;市级层面比区(县)级更加关注预防预警,其表现出较强的风险预防意识,但在操作中仍缺乏统一、科学的食品安全风险信息评估和预警指标体系。结论:通过建立纵向覆盖市县两级、横向连通内外部的食品安全应急处置标准化流程(SOP),全市统一的食品安全事件(故)监测平台以及应急管理评价体系等方法,帮助各地市场监督管理局更加科学地应对食品安全事件(故),最大程度减少预案失灵现象。 [Objective] To provide a reference for the establishment of future food safety emergency response work system by analyzing the results of the questionnaire.[Method] A questionnaire survey was used to understand the main problems existing in the daily food safety emergency disposal work,the number of food safety incidents,and the focus of emergency disposal work of Market Supervision Administration of Shaoxing Municipality.[Result] Staff (samples)at different levels,different departments,and different positions had different perceptions and understandings of food safety incidents and public opinion incidents.At the municipal level,they payed more attention to prevention and early warning than the district (county)level.And they had stronger awareness of risk prevention,but still lacked a unified and scientific food safety risk information evaluation and early warning index system in operation.[Conclusion] By establishing a standard operation procedure (SOP)of food safety emergency disposal process covering the two levels of cities and counties,and horizontally connecting internal and external,a city-wide unified food safety incident monitoring platform and emergency management evaluation system,etc.,to help local Market Supervision Administration responded more scientifically to food safety incidents and therefore minimized the failure of the plan.
