摘要
党的十八大以来,国家出台了系列改革举措以激发国企活力,随着国企改革的不断深化、发展,国有企业经营方式持续多样化、自主化,三项制度改革不断深入开展,企业如何用足用好对核心人员与企业中长期发展战略相结合,与中长期经营业绩紧密挂钩的激励机制,对于完善公司治理结构、吸引和保留关键人才,建立和健全公司全面激励体系,促进形成高通量创新、高质量发展、高股东回报的发展机制,促进持续激发员工活力、动力和创造力都有着重要而深远的意义。文章对现行国有科技型企业现金型中长期激励工具进行分析,并结合激励工具激励标的、政策监管要求等因素,形成对企业不同发展阶段国有科技型企业激励方式组合策略的思考。
Since the 18th National Congress of the Communist Party of China,the state has issued a series of reform measures to stimulate the vitality of state-owned enterprises.With the continuous deepening and development of the reform of state-owned enterprises,the business modes of state-owned enterprises continue to be diversified and autonomous,and the three system reforms continue to be carried out in depth.How to make full use of the incentive mechanism that combines the core personnel with the enterprise'smedium and long-term development strategies and is closely linked to the medium and long-term business performance is of great and far-reaching significance for improving the corporate governance structure,attracting and retaining key talents,establishing and improving the company's comprehensive incentive system,promoting the formation of a development mechanism with high-throughput innovation,high-quality development and high shareholder return,and promoting the continuous stimulation of employees'vitality,motivation and creativity.This paper analyzes the current cash medium and long-term incentive tools of state-owned science and technology enterprises,and forms the thinking of the combination strategy of incentive methods of state-owned science and technology enterprises in different development stages,combined with the incentive targets of incentive tools,policy and regulatory requirements and other factors.
