To change the current situation of abnormally low conversion rate of scientific and technological achievements in our country's colleges and universities,it is necessary to grasp the key link of property rights incentives,fully mobilize the enthusiasm of scientific research personnel,deeply promote the ownership reform of scientific and technological achievements,and eliminate legal defects and obstacles.It is neccessary to explore the establishment of a property rights trading center for scientific and technological achievements,build a platform for the transformation of scientific and technological achievements,and give full play to the fundamental role of the market in resource allocation.
