Summary of Scientific and Technological Talent Policy Since the 18th CPC National Congress

本文以党的十八大以来中央和部门出台的科技人才相关政策为主,从人才发现与遴选、教育与培养、使用与集聚、激励与引导、开放与合作、学风与文化等10个方面对我国科技人才政策进行系统梳理,按照时序建立政策要点清单,整体呈现我国科技人才发展体制机制改革的历史脉络和最受科技人才欢迎的政策亮点。以深入实施新时代人才强国战略、加快建设世界重要人才中心和创新高地为目标,提出新时期科技人才政策目标和发展建议。

Focusing on the policies related to scientific and technological talents issued by the central government and departments since the 18th CPC National Congress,this article sort out the S&T talents policies in China from 10 aspects,such as talent discovery and selection,education and cultivation,use and aggregation,incentive and guidance,openness and cooperation,academic atmosphere and culture.A list of policy point was established according to the time sequence to present the origin and development history of the S&T talent mechanism reform and present the most popular policy highlights for S&T talents.With the objectives of thoroughly implementing the strategy that talents make the country prosperous for the new era and accelerating the building of a center for key talent and innovation highlands in the world,we put forward policy goals and suggestions on the development of scientific and technological talents in the new period.
